AI Governance: Is It a Model or a Tool?
The classification decision at the front of every AI use case, and how it determines validation scope, documentation depth, and examiner exposure.

A model produces estimates that inform decisions. A tool retrieves and formats. The line matters.

Misclassifying up wastes validation budget. Misclassifying down is what examiners find.
